A link that does not work - Why

I am trying to open a html file located in a subdirectory, but for some
reason it will not open,
OK, here is a snip of the code

the first link works, but the second does not?!
Any body?

Not a Javascript question. There is no JS involved.

Please do not use this NG for other problems.
