accessibility.dll - what's it for?

I noticed while adding a few new references to my project that one of the
ones I could add is 'accessibility.dll'. What is this? Googling turns up a
few vague descriptions. MSDN doesn't seem to have a detailed description
either (at least none that I could find).

Could anyone offer some insight into this DLL?
