add URL within start_form

Hello:
I am modifying someone else's complex Perl code. I need to add a
functional URL.

The old code looks like this:
start_form(-action=>url),
hr,
h3 ("Update Your Address"),
blah blah blah
end_form;

I want it to display: Update Your Address (Click here to jump to new
page)
If the user clicks then it goes to another page

What is the correct syntax to do this? (The syntax I expected to work
doesn't)
