anchor href as relative path

can the href= of and anchor be specified as a relative path?
<a href="../stepbystep.aspx">Show the process step by step</a>

I get a "resource cannot be found" error.

( admittedly, I have not checked into this very closely. any brief
answer would help! )

Yes it should work. the message just says he can't find anyhting at this
location. Double check for spelling & location...

your right! all my user controls are in a folder called /controls. In
the code behind of my control I thought I had to use ".." to get back
to the application directory ( where all my .aspx files are located ).
