[ANN] RMagick 1.13.0 for Windows

Brett DiFrischia has prepared a new release of RMagick for Win32. This
release is based on very latest versions of Ruby, RMagick, and
ImageMagick. Specifically, this is RMagick 1.13.0 compiled for the Ruby
One-Click Installer 1.8.4-20 Final and bundled with ImageMagick 6.2.9-0.

PLEASE READ THIS!

The procedure for installing this package is different from earlier
releases of RMagick for Win32. Notably this package includes a copy of
the stand-alone Windows installer for ImageMagick 6.2.9-0. To install
RMagick 1.13.0 for Win32,

* Download the 1.13.0 binary gem
("rmagick-1.13.0-IM-6.2.9-0-win32.zip") file from RubyForge
(http://rubyforge.org/frs/?group_id=12)
* Unzip the file into a temporary directory
* Read the README.html file for complete installation instructions

The README.html file addresses the most common problems that can occur
during and immediately after installation. If you encounter a problem
that is not addressed in the README.html file the best way to get help
is to post a note on the RMagick Help Forum on RubyForge
(http://rubyforge.org/forum/forum.php?forum_id=33). Both Brett and I
monitor this forum.

You can view the Change Log for RMagick 1.13.0 on the RMagick home page:

RMagick 1.13.0 for Win32 is available as usual from RubyForge
(http://rubyforge.org/frs/?group_id=12).

I think it takes a while for new files to make it out to all the
mirrors. It's working okay for me this morning.
