I got a project where a client wants a API written to access external
product provider databases and return

What is the difference? As I understand, API doesn't rely on any other
software than e.g. Windows APIs to perform a task?

Off topic here. API is an acronym for Application Programming Interface
and refers to the interface provided by some piece of software. All DLLs
have an API, some are documented some are not, but they all have one.
