App cannot access the internet when run on Vista but works fine on

sI have a very small .NET 2.0 app that creates a webrequest and get a
response from a website.

It works fine on XP but throws the following error on Vista.
Request for the permission of type 'System.Net.WebPermission' ..... failed.

If I modify the code by creating a WebPermission it works on Vista but I
feel I am forcing an override of some local security settings.

Is there a way to configure the .NET framework on Vista to allow this app to
access the website?
