In most cases background images make text less readable, though if the
image is low-contrast it shouldn't make too much of an impact and can
enhance the visual appeal of the site.
For example, go to my site and choose any of the last four options from
the "Art" style sheet selector box. These load up non-distracting (IMHO)
background images. (Though bear in mind that they're huge and slow the
site to a crawl!)
