Basic/???/???/Perl quote: "once a year/month/week/day"

I googled for 15 min, but could not find the exact quote which was
going similar to that:

Basic is good for people who program once a year, ??? for once a
month, ??? for once a week; Perl is good if you use it dayly.

Any help?
