Beginner needs help with Geo Targeting

What I want to do is a simple geo target for some ads I have. If a
visitor from the UK or US views a page I want a specific ad to load up,
if they are outside the UK or US a want a different ad to load up.

Is this possible with HTML? I don't need a complicated PHP script, just
this simple task. Javascript would be fine too if it is possible.

It is impossible to determine the geographical location of a visitor
accurately. Some guesswork on the server with access to a gioip database
might yield acceptable results.

Is this possible with HTML?
No.

Javascript would be fine too if it is possible.

I doubt you can achieve this client side. Server side JavaScript might be a
solution, but its not the most common language to find on the server.
