Can a asp.net web app in framework 1.1 call web service on a computer that
is running framework 2.0?

Absolutely. ASP.NET 1.1 can call a web service running on a Linux box
under Java - that's the whole point of web services. It doesn't matter
what software or hardware they use, they're interoperable.
