I have never used MS Outlook but as far as I know it doesn't provide an
NNTP news client. MS Outlook Express however does.
In general the comp.* hierarchy should be available on any serious
Usenet news server.

Yes, if you have a newsserver to access it with. Your ISP may provide
one.
