Cannot create asp.net web application with VS.Net - ideas plase!

I am using VS.Net 2003 on my XP box and am trying to create a new
ASP.Net application on IIS on a windows 2000 server. I have done this
many times before with no problems and I can still open and debug web
apps that I have previously created.

However, for some reason I can no longer create new web apps - The
VS.Net status bar says "Initializing the application root..." and the
dev environment stops responding - I can only close it down by ending
the process in task manager. There are no error messages and no event
log files on my pc or on the server.

When I check IIS on the server, a new folder has appeared and it
contains the .vbproj file plus the usual five "_vti" folders. That's
all it contains - none of the other usual files such as global.asax or
web.config.

A colleague has exactly the same problem from his machine.

I have tried comparing the folder permissions to other web applications
and ensuring that they are the same but this made no difference.

I'd really appreciate some ideas on this - it's driving me crazy!
