Can't create web project using visual studio 2003 on WS on internet?

I'm trying to create a new web project using File...New...Project. The web
server is on the internet and has FP2002 extensions installed. I can
connect to the server using FP2002.

If I try to type in the address of the web server (https://www.xxx.yyy) in
the create project dialog box I get a 403 access denied in visual studio
when I press OK. However, I can still click the browse button in the dialog
and browse to the web server and see its contents (after entering
authentication information). The funny thing is that when I try to actually
create a new project I get the 403 access denied error.
