cant show the chinese text correctly

i have a text file that contain some chinese text, when i write a java
program try to read this text file, the chinese text cant show correctly
, so how to solve this problem?

- Use the correct encoding when reading
- Make sure the output-device is capable of showing chinese
characters
- Use the correct encoding when giving out characters on the
output-device
