Catastrophic failure

I get "Catastrophic failure" when I connect orcale by .net oledb. strange
thing is the same code works one conputer with win2k3 but does not work on
the other with winXP load. here is my code,

conn = new OleDbConnection("Provider=MSDAORA.1;User
ID=jiangj;Password=!12jiang; Data Source=dssdev");
conn.Open();
