When entering META tag keywords (as in META NAME="keywords"
CONTENT="words,words,words"), are German umlauts shown as plain text
(Wörter,Wörter,Wörter) or as character entities
(Wörter,Wörter,Wörter)?

It doesn't matter, as long as the document's character encoding is
announced correctly.

In particular it doesn't matter since most search engines ignore meta
keywords anyway, or treat them at most as equivalent to normal textual
content. (So it would be safer and cleverer to use the key words in the
actual text.)
