COM+ error when I do a Shadow copy

Hello,
I have an application ( 3 tier) which is written in vb.net,
asp.net and COM+. The client has references to com+ components. When I
make a change in the client dll and copy the new dll over to the web
directory I get the following error

The run-time environment has detected an inconsistency in its internal
state.
Please contact Microsoft Product Support Services to report this error.
Error in .\jit.cpp(632), hr = 8000ffff:
CJITActivation::CreateNextObject, CoReactivateObject failed.

The application throws an error stating that the DAL object failed.

I am just copying over the client dll not any com+ components. This
seems to be new behavoir for this application.
