Community Builder

Greetings,
I am looking for a software package that will enable me to create an
"on-line community". I need to be able to let users create, update and
maintain their own web pages with in the confines of templates that we will
provide.

Currently our server is not running any MySql backend (using JAVA for db
interface) but I believe that using php/MySql is the best route to go with
this project.

I have not had much luck snooping around google so I am hoping that the web
development folks can point me in the right direction, any help would be
appreceated.

phpBB is really popular, free and works well. You can use something like
PostNuke to package the entire web site with phpBB built into that.
