compilation error (Metadata file could not be found)

My code compiles just fine in VS but each and every time I...

1. Start Debug
2. Get Compliation error (metadata file foo** could not be found)
3. Stop Debug
4. ReBuild Solution
5. Run again--->everything is fine.


I've read where others have this problem, this has to be a bug right?
