Configuration error with 'Microsoft.ApplicationBlocks.ExceptionManagement.Interfaces'

I use Microsoft Exception management block to publish exception to
event log. but some error occured. Error is blow, how can I solve this
problem ???

I am had same trouble and solved this problem.

Note! NT AUTHORITY\NETWORK SERVICE has disk quota on system drive!

Check quota on system drive (you must see warning there)
