convert .pl to executable, win32?

    win32 platform
    Is it possible to convert a .pl file to a double-click-able
    executable? Currently when I double-click on a .pl file
    a dos window shows briefly then disappears without running
    the program.
    What can I do to make a .pl double-click runnable?
