Count running instances and user privileges on windows 2k3

Hello,

I encounter a problem when counting, using semaphore, how many
instances are running on my TSE server. A non privileged user can
access my semaphore an administrator user sets for example.

I'm currently looking at AdjustTokenPrivileges and SetPrivilege, but I
get error 1030 error_not_all_assigned when calling
AdjustTokenPrivileges on my 2k3 user.

Am I wrong ?

This question would be best asked in a newsgroup dealing with semaphones
(comp.programming.threads) or your OS (maybe windows? not sure. Try
microsoft.public.vc.language or such if it is).
