CSS Menu code - can I store it separately?

My site, http://www.polliweb.com currently has around 10-15 pages.
My menus are done with CSS and the code for each menu exists with the
HTML for each page's file. This means whenever I have to change the
menu structure, I have to make changes to each page's file so that all
page's menus are uniform. I'm sure you'll agree that thisis a very
inefficient way of doing things.

What I'd like to do is to have the code for the menu in one
location/file and have each individual page call on that file when it
loads. That will allow me to be able to make universal changes to my
menus by editing only one file instead of 10-15.

Any suggestions?

To answer your question, yes. I would imagine the majority of sites with
more than ~20 pages would probably use one of them. The different
methods themselves are used to varying degrees. Server-side processes,
whether it be SSI or languages such as PHP, ASP, etc are probably the
most common, but it depends what your server supports.
