debugging ASP (not ASPX) in Visual Studio 2003

I am trying to debug ASP (not ASPX) in Visual Studio 2003. I attach to
the IE process but when I hit refresh in IE, it never stops at my
breakpoint.

I have read

I setup the web server and the web app to have server and client asp
debugging enabled.

Any ideas?
