defaults for horz/vert scroll-amounts for new page

what mechanism(s) does asp.net use to control the amount of
vertical/horizontal scrolling in the browser window when displaying a new
page? keeping scroll amounts same as for the just-viewed page is one option
.... but resetting to 0,0 is another option ...
