When one declares a construct does default constructor disapears?

as in this example

class Base {
Base (int);
Base (const Base &);
};
do we still have default void constructor as well copy constructor?

The compiler won't generate it for you anymore. You have to write it
yourself.

No and no. A class always has a copy constructor, but since you wrote a
declaration for it, the compiler won't generate it anymore.
