Deploying JME app and accessing OTA as a 3rd party apps

I created a HelloWorld MIDlet and posted to my website. I edited the
JAD so that it contains the proper URL to the JAR file, updated
my .htaccess file to contain the JAD and JAR mime types, etc.

But when I go to the JAD file URL w/ my phone, it says that it is not
allowing the file to be downloaded. I decided to go to other sites
that run benchmarks (eg. JBenchmark) and try to access it, and go tthe
same message.

I used to use a Palm Treo w/ J2me installed and that worked fine, but
now I am in Japan using a Panasonic P810 on the Softbank network. I
have lots of J2ME apps loaded from their service and they run great.
But when I try to get anything else, it refuses.

Am I missing something here about JME? Is it the case that one cannot
write JME tools for oneself and access/make use of them OTA?

I've done Java server-based stuff for quite a while and really want to
have some tools developed for the JME now.
