What are the under-lying DLLs or libraries that .NET is sitting on which
after installing another program will cause the entire .NET Framework to
fail?

With all due respect, exactly what are you talking about here?

Can you give an example of the "entire .NET Framework... fail[ing]"?

I have been working with .NET for a long time now and have never seen this
happen.

I am not sure that I could help even if you do explain, but it still
interests me to hear your explanation.
