Does a USB API exist for Windows?

Hello,

I am trying to listen on a USB channel on a Windows machine but I
cannot find an API to let me do this. Has anyone developed one for
java as of yet? I found many references to using C or C++ with Jini,
but I would prefer to have a cleaner java environment if at all
possible. If anyone has come accross a USB API for the Windows OS,
please let me know. I found JUSB, but unfortunately it is strictly
for Linux.
