Error in Database Transaction

Has any one see the following error message.

System.Runtime.InteropServices.COMException (0x8004D025):
The partner transaction manager has disabled its support
for remote/network transactions.

Trying to connect to SQL Server 2000 sp2 residing Windows
2003 Server from Web Server .NET 1.1 on Windows 2003 Server.

I am setting Transaction property in an .aspx (@page
attribute) to "Required".
