Events fire and then stop firing

I have various events on my web form, button clicks, checkboxlist index
changes, etc. In the course of testing sometimes they stop working
(locally).

But then if I double click on them (which me to the code behind view)
and simply save the form and run it, they start firing again. I don't
have webserver right now and know if this will happen when I deploy to
it.

Is this a bug in Visual Studio?

I'm running MDE 2003 Version 7.1.3088
