FilePicker Deletion Access Denied

My aspnet Frameworks on XP was botched.. But it is
A-okay after reinstalling dosnetfx.exe ; it worked much better now.

Now I want to delete folder called FilePicker, but the deletion was access
denied after configuring properties of FilePicker to unmark READ ONLY,
ARCHIVE and HIDDEN. But nothing worked. The Filepicker folder resides in
WWWROOT directory. Do you have suggestion to remove it? How about CMD
command unless you have something for Windows? After it is done, I want to
download FilePicker from online site again.
