flock() working mechanism..

hi all the C users,

i must write a function similar(or exactly) same as flock() with
instead of simply giving fd, IPADDRESS:fd which resovles the IPADDRESS
and then acts on the fd over there for a project i'm doing.

if there are any specifications that define things like what should
flock() do and #define LOCK_SH ? and #define LOCK_EX ? please provide
some pointers.

This is beyond the scope of the C language standards which do
not define flock(). As such, your question is off topic in clc.
