ASP.NET??

The forums that run the ASP.NET Forums at http://asp.net/forums are
open-source and free. You can get the code at:
http://telligentsystems.com/Solutions/forums/

(However, I believe TelligentSystems will be releasing a
blog/gallery/message board app in one within the next couple of weeks,
so it might behoove you to wait until then, if you are not under any
time deadlines.)
