How can I build a dynamic DHTML menu?

I like to build a Dynamic HTML menu. What I hope to do, is to have a
database lookup which will return a list of items which willl be used
in the menu.

Once I grap this list, I will run it through a loop which will be
build the action urls from each item in the list.I believe DHTML and
CSS will be used so that I can display the URL in cascading menu.

Can anyone help me out. What is the best way of implementing this.
