How do I make my submenu overlap the main menu?

Thought I could happily move on, but apparently it's back to the
drawing board. :/

Yes, go back to the drawing board and forget about dropdowns altogether.
Spend your time on a good solid traditional no frills navigation system.

Where's the fun in that? 9 times out of 10 it's the simplest things
causing problems like this. I really want to figure this out and the
people I was making this for really wanted the dropdown.
