How to change the getCharacterEncoding ? Locale etc?

I am trying different input, Japanese and English. But the
request.getCharacterEncoding at my servlet always receive ASCII
and Locale is always en_US , charset is usually null.

I am testing on Windows 2000 and Macintosh. Using
NJStar for the Japanese input on Windows.
