how to open client phone dialer from ASP page

I need to open client phone dialer from my asp page that contains phone number and fill phone number automatically when dialing. What should I need to start about this? Please help!

You will need a client-side solution for this, either with scripting with
low security settings in the browser, or an activeX plug-in for the browser.
Try some of the IE development groups.
