How to trap <impersonate> element from web.config on load time

I have a web service that needs to use impersonation
to access a network resource. I am using an excrypt/decrypt
module in some other code and wish to encrypt the "password"
attribute of the <impersonate> element in the web.config file of my
service. However, that requies me to decrypt the password
string prior to the web service utilizing it. Is there some
event handler or overriden class in the pipeline I can access/write to
hook-in this functionality?
