With all the different *.ico editors, I've tried a few.

Any suggestions which are the best?

Depends on what you are trying to do. -Just edit the image? -In 16 colors
(or not)? I usually do the graphic editing in a graphic editor and then
convert the file to .ico.

Microangelo is the choice application whenever I do icons although I
must admit there are loads out there I havent tried.
