In vista basic Asp files cannot be executed through IIS?
Is there any possibility of installing any package for executing?

  2. Take a look at Cassiniv2, which is much better than the now outdated Cassini.
It will run fine in Vista Home Basic.

Direct link to the source files:
    http://blogs.msdn.com/dmitryr/attachment/548131.ashx

You will need the v2.0 version of GACUTIL which is installed with VWD Express,
VS 2005 and/or the .Net Framework 2.0 SDK, in order to compile Cassiniv2.

Make sure you read the "ReadMe.txt" file included in the zipped source.
