I am new to Mobile technology and quite new to .NET. I'm
going to be developing an application which will run on
the O2 XDA II, with Windows Mobile 2003 as the operating
system. Is the .NET Compact Framework compatible with this
OS? Is it a form of Windows CE?

  2. The .NET CF is a part of Windows Mobile 2003, so you don't need to install
    it.
