So I start reading this standard for embedded C the other day. It is
poorly written and does not do a good job of justifying why there
needs to be standard in the first place. I hope this work in progress
gets improved considerably.

It's not a standard, it's an old draft of a technical report. The final
draft of that technical report is N1275.
