Can you recommend some tools with debugging feature and IntelliScense?

I am not aware of a development environment specifically for
Javascript. There are several text editors available with limited
Intellisense, but no debugging capability.

For debugging, you might want to investigate Venkman (assumes you use a
Mozilla-based browser):
