JSP dispatcher.forward and # => NullPointerException

i tried and failed to use # to jump to an anchor in a jsp web page.
seems that

getServletContext().getRequestDispatcher(url =
/test.jsp#jumphere).forward(request,response,url);

cann't handle #

i'm proably just doing something stupid. appreciate any help.
