Hopefully in the near future one will be required to have a (web-standards)
Who is going to watch over this and better yet, be able to enforce it? There
will never be any sort of certificate required to design anything, online or
off.

for a pretty good idea of what they'll be getting.
As for the standards thing, breaking them isn't always bad. Whenever the
standards of any industry are changed, it's because someone broke them at some
point and did something better.
