JXTA generic questions

Hi there,

During evaluation of JXTA for a next project, I came up with several
question, where I couldn't find an answer.

* Is the Net Peer Group a central point?

* Who manages the Net Peer Group? What happens if I create my own Net
Peer Group and the creator goes away?

* Can I ban peers for joining a Peer Group, other than using
membership policy. Example could be ,that someone has the right
membership, but after a while he had consumed enough data an no more
credits. He should be excluded to the group to consume more data.
