Does this compile with any compilers? I am looking for criticism of the
code.

enum dummy_name { VALUE=100 } const value=VALUE;

In a different translation unit:

extern enum dummy_name const value;

Also does this syntax compile?:
enum const dummy_name { VALUE=100 } value=VALUE;
