Is it possible to playce a layer on the right side of a table that is
located in the center of the screen

No such thing as a "layer".

Make up your mind, do you want it right of the table (as per text), or
below the table as per drawing?

If the latter is the case a css or (spit) html table used for layout
should be all you need, colspan="2" on the cell that holds the table,
and 2 cells beneath that, the right cell holding "it".

If you want "it" right of the table then you're out of luck.
